※ 과도한 정부부채가 경제성장에 악영향을 끼치는가?

- 경제학계의 논쟁, 확장정책 vs 긴축정책


2008 금융위기 이후, 경제학계에서 벌어지고 있는 논쟁 중 하나가 '확장정책 vs 긴축정책' 이다. 2008년 이후 미국과 주변부 유럽국가들의 GDP 대비 국가부채가 상승하는 현상을 두고 경제학계는 두 부류로 나뉘었다. 한쪽은 "과도한 국가부채는 성장을 저해하니 부채를 줄이는 긴축정책을 써야한다." 라고 주장하고, 다른 한쪽은 "경기침체 시기에 필요한건 긴축정책이 아니라 확장정책이다." 라고 주장했다. 


과도한 정부부채는 '인플레이션 유발 · 채권금리 상승으로 인한 차입비용 증가 · 경제주체들의 기대심리(confidence) 훼손' 등을 초래한다. 따라서 "정부부채 축소를 우선시해야 경제가 되살아난다"는 것이 긴축정책 옹호론자들의 논리이다. 


이러한 긴축정책을 이론적으로 뒷받침한 대표적인 논문이 케네스 로고프(Kenneth Rogoff)카르멘 라인하트(Carmen Reinhart)<Growth In a Time of Debt>(2010) 였다. 케네스 로고프카르멘 라인하트는 논문을 통해 "과거의 사례를 살펴본 결과, GDP 대비 정부부채 비율이 90% 이상인 국가의 평균 경제성장률이 90% 미만인 국가에 비해 상당히 낮았다. GDP 대비 정부부채 비율 90%는 일종의 Tipping Point이다" 라고 주장하면서 긴축정책의 명분을 만들어냈다.


그런데 긴축정책에 대한 비판도 만만치 않았다. 2012년 10월, IMF는 <World Economic Outlook>(2012.10) 을 통해 "재정정책의 승수는 기존에 생각했던 것보다 매우 크고, 확장적 통화정책이 뒷받침 되지 않는 재정긴축 정책은 경제를 더더욱 수렁에 빠뜨린다" 라는 연구결과를 발표[각주:1]했다. 


2008년 이후 확장정책을 줄곧 주문했던 폴 크루그먼(Paul Krugman) 또한 "재정적자와 국가부채가 문제가 아니라 높은 실업률이 문제! 부채에 신경쓰기보다 실업률을 낮추는 데 신경써야 한다. GDP 대비 정부부채 비율에서 중요한 건 부채가 아니라 GDP다! 경제성장으로 인해 GDP가 증가하면 GDP 대비 정부부채 비율은 줄어든다." 라고 목소리를 높였다[각주:2].  


이에 더해 2013년 4월, 긴축정책의 이론적 뒷받침을 흔드는 연구결과[각주:3]가 발표되자 경제학계가 술렁거렸다. 토마스 헌든(Thomas Herndon). 마이클 애쉬(Michael Ash), 로버트 폴린(Robert Pollin)<Does High Public Debt Consistently Stifle Economic Growth? A Critique of Reinhart and Rogoff>(2013)을 발표하면서, 앞서 언급한 케네스 로고프카르멘 라인하트의 논문을 비판한다. "케네스 로고프카르멘 라인하트의 연구결과는 데이터 오류" 라는 것이다.          


케네스 로고프, 카르멘 라인하트의 논문에서 ① 연도별 데이터 일부 누락 ② 잘못된 가중치 반영 ③ 엑셀 계산 오류 등이 문제인데, 이를 시정한 결과 'GDP 대비 정부부채 비율 90% 이상을 기록했던 국가들의 평균 경제성장률은 -0.1%가 아니라 2.2%' 라는 것이 드러났다.

물론, 데이터 오류를 시정한 뒤에도 GDP 대비 정부부채 비율이 증가할수록 경제성장률이 감소하는 양상을 보이긴한다. 그러나 케네스 로고프, 카르멘 라인하트 논문의 핵심이 "경제성장률에 미치는 영향에 있어 GDP 대비 정부부채 비율 90%는 threshold" 라는 점을 감안한다면, 그들의 논문이 무의미해진 것이다. 


토마스 헌든(Thomas Herndon). 마이클 애쉬(Michael Ash), 로버트 폴린(Robert Pollin)의 논문이 발표된 이후, 확장정책을 요구하는 목소리는 더더욱 커져갔다.




※ 과도한 정부부채는 경제성장에 악영향을 끼치지 않는다?


그리고 2014년 2월, IMF 소속 경제학자 Pescatori, Sandri, Simon 등은 흥미로운 연구결과를 제시했다. Working Paper 제목은 바로 <Debt and Growth: Is There a Magic Threshold?>(2014). Working Paper 제목에서 알 수 있듯이, 보고서 저자들은 "경제성장에 미치는 악영향에 있어 케네스 로고프, 카르멘 라인하트가 말하는 GDP 대비 정부부채 비율 90%가 a Magic Threshold 인가?" 를 연구하였다. 연구의 결론를 미리 소개한다면,     


  1. 어느정도의 GDP 대비 정부부채 비율이 경제성장에 부정적인지, 즉 분명한 threshold가 있는지는 확인할 수 없다[각주:4].
  2. 과도한 정부부채가 중기적인 경제성장에 미치는 부정적인 영향은 약하다[각주:5]
  3. 미래 경제성장을 전망하는데 있어서 중요한 것은 부채규모(the level of debt)가 아니라 부채경로(the debt trajectory) 이다[각주:6]


그렇다면, <Debt and Growth: Is There a Magic Threshold?>(2014)에 어떠한 내용이 담겨있는지 자세히 살펴보자. 


Pescatori, Sandri, Simon 등의 연구결과도 케네스 로고프, 카르멘 라인하트의 그것과 일치했다. 바로, GDP 대비 정부부채 비율이 90%에 도달할수록 경제성장률이 하락하는 관계를 보인것이다. GDP 대비 정부부채 비율이 90% 미만이면 평균 경제성장률 2%를 기록했으나, 90%를 넘어서면 -2%를 기록하는 모습이 나타났다[각주:7]

그러나 보고서 저자들은 "Figure 1을 본 뒤, 과도한 부채가 GDP를 하락시킨다는 인과관계를 말하는 것은 현명치 못하다. 그 역의 관계, 즉 낮은 경제성장이 GDP 대비  정부부채 비율을 상승시킬 수 있기 때문이다.[각주:8]" 라고 말한다. 게다가 1944년-1945년 일본(GDP 대비 부채비율이 133% 포인트 상승, 경제성장률은 50% 하락)의 사례로 인해 데이터가 편향됐을 가능성[각주:9]을 제기한다.    


그렇다면 GDP 대비 정부부채 비율과 경제성장률 간의 관계를 더욱 더 정확히 파악하기 위해서는 어떻게 해야할까? 저자들은 "만약 과도한 정부부채가 경제성장을 저해시키는 원인이라면, GDP 대비 정부부채 비율이 일정 threshold를 넘은 국가의 중장기간 경제성장률도 약할 것이다." 라고 말한다. 따라서, 저자들은 GDP 대비 부채비율과 중장기간 경제성장률을 살펴본다.

Figure2를 보면 알 수 있듯이, GDP 대비 정부부채 비율이 90%를 넘은 국가는 단기(1 year) 경제성장률이 급격히 하락하는 모습을 보인다. 그러나 5년 뒤 경제성장률은 상당히 회복된 모습을 나타내고 있고, 10년 뒤 · 15년 뒤 경제성장률은 GDP 대비 부채비율과 아무런 관계가 없다[각주:10].  


즉, 경제성장률을 급격히 떨어뜨리는 특정한 GDP 대비 정부부채 비율 threshold가 존재하지 않는다는 것을 확인할 수 있고, 과도한 정부부채가 중장기간 경제성장에 미치는 악영향이 약함을 알 수 있다.


그럼에도 불구하고 ' GDP 대비 정부부채 비율에는 경제성장에 악영향을 미치는 특정한 threshold가 있다' 라는 것을 믿는 사람들은 "GDP 대비 정부부채 비율이 특정 threshold에 도달한 뒤, 오랜기간 동안 GDP 대비 정부부채 비율이 크게 하락했을 수 있다. 따라서 과도한 부채가 중장기간 경제성장에 악영향을 미치지 않은 것처럼 보이는 것 아니냐?" 라는 문제를 제기할 수 있다. 보고서 저자들은 그러한 가능성이 타당한지도 살펴보았다[각주:11].

Figure3의 X축은 일정한 GDP 대비 정부부채 비율, Y축은 이후 1년·5년·10년·15년 뒤의 평균 GDP 대비 정부부채 비율을 나타낸다. 특정년도에 GDP 대비 정부부채 비율이 높은 국가들은 1년·5년·10년·15년 뒤에도 여전히 GDP 대비 정부부채 비율이 높음을 알 수 있다[각주:12]. 이같은 사실은 앞서 언급한 문제제기가 옳지 않음을 드러낸다.




※ 중요한 것은 부채규모(the level of debt)가 아니라 부채경로(the debt trajectory)


우리가 주목해야 하는 Pescatori, Sandri, Simon 연구의 핵심은 "미래 경제성장을 전망하는데 있어서 중요한 것은 부채규모(the level of debt)가 아니라 부채경로(the debt trajectory) 이다.[각주:13]" 라는 사실이다. 보고서 저자들은 "현재 GDP 대비 정부부채 비율은 높지만, 부채비율이 하락하고 있는 국가들은 어떠한 모습을 보일까?[각주:14]" 라는 물음을 던진다.

Figure4의 빨간선은 부채비율이 상승하고 있는 국가 · 파란선은 부채비율이 하락하고 있는 국가를 나타낸다. 그래프를 보면 알 수 있듯이, 현재 GDP 대비 정부부채 비율이 130%~140% 일지라도 부채비율이 하락하는 국가는 경제성장률이 양(+)의 값을 가짐[각주:15]을 알 수 있다. 


이러한 사실은 무엇을 의미하고 있을까? 이것은 "과도한 부채 그 자체가 저성장을 초래하는 것이 아니다. 증가하는 부채와 연관되어 있는 다른 요소 등이 경제성장과 더 강하게 관련되어 있다." 라는 것을 보여준다. "부채규모(the level of debt) 그것 하나만 가지고 미래 경제성장을 예측하는 것은 적절하지 않다.[각주:16]" 라는 것이다. 


이것을 두고 "부채비율이 하락하는 국가의 경제성장률이 더 높으니 어쨌든 부채를 줄여야 하는 거 아닌가?" 라고 생각할 수 있다. 그러나 보고서의 저자들이 비판하고자 하는 것은 "GDP 대비 부채비율이 일정기준(a magic threshold)을 넘으면  경제성장에 악영향을 미친다." 라는 주장[각주:17]이다. 이러한 주장은 "현재 경제가 어떠한 상황이든지, 부채규모(the level of debt) 그 자체를 일정기준 미만으로 축소" 하는 것에 정책의 초점을 맞추게 한


그러나 보고서 저자들의 주장은 "부채규모(the level of debt)가 아니라 부채경로(the debt trajectory)가 중요하므로, 일정기준(a magic threshold)이하로 정부부채 비율을 낮추는 것에 집착할 필요가 없다."는 의미를 띄고 있다.  


보고서 저자들은 연구의 결론을 다시 한번 설명하고 있다.


  1. 중장기 경제성장에 악영향을 끼치는(혹은 끼친다고 알려진) GDP 대비 정부부채 비율의 threshold는 존재하지 않는다[각주:18].
  2. 오히려 과도한 정부부채가 중장기 경제성장에 악영향을 끼치는 정도는 약하다[각주:19].
  3. 부채경로(the trajectory of debt)는 정부부채 규모와 경제성장 간의 관계에 있어 큰 영향력을 끼친다. 정부부채 규모가 과도하더라도, 그것이 감소하고 있는 국가는 경제성장률이 높다[각주:20].


 

※ "부채가 과도하더라도 문제가 없다" 라는 주장이 아니다


물론, 이러한 연구결과를 두고 "정부부채가 과도하더라도 중장기 경제성장에 별다른 악영향을 끼치지 않네? 부채는 중요하지 않네?" 라고 생각해서는 곤란하다. 보고서의 저자들 또한 "부채가 중요하지 않다 라고 해석되어서는 안된다.[각주:21]" 라고 말한다.

보고서 저자들은 "GDP 대비 정부부채 비율이 높을수록 GDP 변동성은 증가하는 경향이 있다.[각주:22]" 라고 말하며, 과도한 부채가 경제상태를 취약하게 만들 수 있다고 지적한다. 정부부채 규모가 과도할수록 조기 재정집행이나 높은 인플레이션이 발생할 수 있기 때문에 경제의 변동성이 커진다는 것이다. 


그리고 '정부지출, 재정적자와 관련하여 고려해야할 요인들' 에서도 언급했듯이 정부지출을 증가시킬때는 고려해야 하는 요인들이 많다. 단순히 "정부부채가 과도하더라도 문제없다" 라든지 "과도한 정부부채는 나쁘다" 라는 식으로 말할 수 없다.


더군다나 우리나라와 같은 신흥국은 재정을 안정적으로 유지하는 게 중요하다. 재정적자는 경상수지 적자로 이어지고, 경상수지 적자는 외국통화로 표기된 부채를 증가시키기 때문이다. 외국통화로 표기된 부채가 거시경제에 어떠한 영향을 끼치는지는 '자본흐름의 갑작스런 변동 - 고정환율제도 · 외국통화로 표기된 부채 · 대차대조표 위기'와 '유럽경제위기는 재정위기? 국제수지위기?' 에서 다루었다.  


이 글을 읽고 난 뒤 알게된 사실은 "경제성장에 악영향을 끼치는 GDP 대비 부채비율의 일정한 threshold는 존재하지 않는다." 라는 것이고, 경기침체기에 부채규모(the level of debt)를 일정기준 이하로 축소시키는 것에 집착하는 정책은 무의미하다는 것이다[각주:23]

경제학을 전공한 사람들이 해야하는 일(?)은 비전공자들을 빡치게 만드는 것이다. 바로, 상황에 따라 말을 바꿔가며, 이전에 말했던 것과 상반된 주장을 함으로써 비전공자들을 빡치게 하는 것. "그때는 이랬어야 했는데, 지금은 이렇게 해야해." "한편으로는(on the one hand) 이렇게 해야하는데, 다른 한편으로는(on the other hand) 이렇게 해야해."


정부지출과 재정정책을 예로 들어 설명을 하자면, 얼마전 나는 노인무임승차를 주제로 "노인들한테 요금을 받지 않는 편이 낫다" 라고 주장[각주:1]했다. 그런데 요즘 들어서는 "공기업 부채가 문제이니 민영화도 생각해봐야 한다" 라고 주장[각주:2]한다.


뭐하자는걸까? 그리고 재작년에 나는 "미국, 유럽경제에는 지금시점에 긴축정책이 필요하지 않다.[각주:3] 우리나라 또한 균형재정에 강박관념을 가지지 말아야 한다.[각주:4]" 라고 주장했지만, 최근의 나는 "국가부채 문제를 신경써야한다." 라고 주장한다. 왜 말이 바뀌는걸까?




일단 정부의 재정적자와 과도한 국가부채가 문제인 이유를 살펴보자. 현대화폐는 fiat money 이기 때문에 생산력이 뒷받침되는 범위에서 국가가 돈을 찍어낼 수 있다. 정부가 재정적자와 부채 그 자체를 문제시할 이유는 없다.

그런데 왜 재정적자와 과도한 국가부채가 문제일까?


경상수지 적자와 자본유입


정부지출 증가로 인한 총저축의 감소는 경상수지 적자를 초래한다. 경상수지 적자는 자본유입을 불러오고, 자본이동의 급격한 변동 가능성은 경제내부의 불안정성을 키운다. 


디레버리징 충격


과도한 국가부채를 축소하기 위하여 국가차원에서 디레버리징이 시작되면, 경제전체의 '총수요 축소'로 인하여 침체에 빠지게 된다. 이때, 디레버리징의 크기가 크면 클수록 경기변동의 진폭(경기침체의 크기)는 더욱 더 커질 것이다.




그런데 이것도 교과서에 나오는 원론적인 이야기일 뿐이다. 교과서를 통해 경제학을 공부하면 '재정적자 → GDP 축소' 라는 경로를 알게된다. 그런데 실제로도 재정적자 혹은 과도한 국가부채가 경제침체를 가지고 오는 것일까?



1. GDP 대비 국가부채가 높아서 경제가 침체에 빠지는 것일까?, 경제가 침체에 빠져서 GDP 대비 국가부채가 높은 것일까? 


- 현실에서 정확한 인과관계를 파악할 수 있을까? 앞서 언급했듯이 재정적자와 과도한 국가부채는 경제의 불안정성을 키우게 됨으로써 경제침체를 불러올 수도 있다. 그렇지만 경제침체로 인하여 (경기회복을 위한) 정부지출 증가가 발생하였을 수도 있고, GDP 상승률이 저하됨으로써 GDP 대비 국가부채가 증가되었을 수도 있다. 어느 방향의 인과관계가 맞는지는 경제학자들 사이에서도 논란이 되어왔다.

2. 재정적자를 축소하면 경제가 되살아나나?


일단, 재정적자와 과도한 정부부채가 경제침체를 불러온다 라고 가정하자. 그렇다면, 경제침체를 불러온 재정적자와 과도한 정부부채를 제거하면 경제가 되살아날까? 이러한 주장을 '확장적 긴축정책(Expansionary Austerity)' 라고 한다. 재정적자와 국가부채를 줄이는 '긴축정책'이 결국에는 '경제의 확장'을 불러온다는 것이다. 그러나 이것도 경제학자들 사이에서 논란의 대상이다.


정부지출을 축소하는 긴축정책은 단기적으로 '총수요 감소'를 불러온다. 그렇게 된다면 GDP는 감소하고, 오히려 GDP 대비 부채비율이 상승하는 문제가 발생한다. '긴축정책'은 확장적이 아니라 '축소적'이라는 말이다.

3. 정부지출을 축소하면 재정적자와 국가부채가 줄어들까?


좋다. 재정적자와 과도한 부채를 축소하면 경제가 살아난다고 가정하자. 그렇다면 어떻게 재정적자와 과도한 부채를 축소해야 할까? 정부지출을 줄이고 소비를 줄이는, 쉽게 말해 허리띠를 졸라매면 부채가 줄어들까? 최장기적으로는 그렇게 될 가능성이 크다. 하지만 단기적으로 그런 결과가 나올지는 장담할 수 없다.


재정적자가 줄어들려면 정부지출도 감소해야 할테지만 세입도 증가해야 한다. 세입증가를 위해서는 경제성장이 필요하다. 또한, GDP 대비 부채비율을 축소하기 위해서는 부채 그 자체를 줄이는 것도 필요하지만, GDP를 성장시킴으로써 GDP 대비 부채비율을 축소하는 것도 중요하다.


허리띠를 졸라매는 것이 아니라, 오히려 확장정책을 통해 총수요를 증가시킴으로써 경제성장을 도모하는 것이 재정적자와 국가부채를 축소시킬때 필요한 방안일 수도 있다. IMF는 2012년에 발표한 <World Economic Outlook>을 통해, "재정건전화 달성을 위해서는 확장적 통화정책을 통한 경기부양이 동반 되어야 한다" 라고 주장한다.

4. 정부지출을 무조건 늘려야 하나?


"긴축정책이 아니라 확장정책이 재정적자와 국가부채를 축소시키는 방법이다" 라고 가정하자. 그렇다면 정부지출을 무조건 늘려야할까? 그것도 아니다. 


거시경제학 교과서에 나오듯이, 정부지출을 증가하면 이자율상승과 환율하락이 발생하고, 이는 투자와 순수출을 감소시킴으로써 구축효과(Crowding-Out Effect)가 발생한다. 쉽게 말해, 정부지출의 승수(multipliers)가 0에 가까워지는 것이다.


그러나 또 생각해봐야 하는 것이 있다. 항상 정부지출의 승수가 0에 가까울까? 


경제가 침체에 빠져 금리를 인하하는 확장적 통화정책을 썼다 라고 가정하자. 금리가 0%에 가까운 zero lower bound에 도달하면 중앙은행은 더 이상의 금리를 내릴 수 없다. 통화정책의 효과가 한계를 맞게 된 것이다. 금리가 zero lower bound에 근접하여 통화정책의 무력화되는 경우를 '유동성함정(Liquidity Trap)[각주:5]' 이라고 하는데, 이때에는 정부지출을 증가시키는 확장적 재정정책의 승수가 매우 커져 1~1.5에 가까워진다.

5. 경기역행적이냐, 경기순응적이냐


그러니까 정부지출을 증가시킬때 고려해야 하는 것은 경기변동(Business Cycle)의 상황이다. 현재 경제가 호황일때 정부지출을 증가시키는 '경기순응적인 재정정책(Pro-Cyclical Fiscal Policy)'은 이자율과 환율에 미치는 구축효과로 인해 총수요 증가에 거의 아무런 기여를 하지 못한다.


그러나 현재 경제가 침체에 빠졌을때 정부지출을 증가시키는 '경기역행적인 재정정책(Counter-Cyclical Fiscal Policy)'은 총수요 증가에 미치는 영향이 매우 크다. 따라서, 정부지출을 증가시키는 확장적 재정정책을 구사하려고 할때에는 현재 경제가 어떤 상황인가를 고려해야 한다.



6. 일시적이냐, 항구적이냐


자, 이제 그렇다면 '경기순응적인 재정정책'과 '경기역행적인 재정정책'을 경기변동의 때에 맞게 구사하면 모든 문제가 끝나는 것일까? 아니다. 


경제가 침체에 빠졌을 때 정부지출을 증가시켰다고 가정하자. 그런데 이때 증가한 정부지출이 '비가역적(Irreversible)' 이라면, 경제가 호황으로 돌아서더라도 증가된 정부지출을 줄일 수 없다. 경기변동에 상관없이 정부지출이 계속해서 증가하는 상황이 발생한 것이다.


따라서, 정부지출을 증가시킬 때에는, 증가시킬 정부지출의 성격이 '일시적(temporary)'인지 '항구적(permanent)'인지를 고려해야 한다. 경제침체로 인해 실업자가 증가하여 정부가 임시 공공일자리를 늘리는 것은 일시적인 확장적 재정정책 이다.  그렇지만 (빠르게 진행되는 고령화 현상을 고려하지 않고) 특정연령대 이상 모두에게 현금을 지원하는 정책은 '항구적인 확장적 재정정책' 이다. '항구적인' 정부지출 증가는 재정수지와 국가부채에 미치는 악영향이 클 것이다.



7. 개별 정부지출의 편익/비용


그리고 또 하나 고려해야 할 것이 '개별 정부지출의 편익과 비용' 이다. 토목사업-가령, 4대강-을 벌이는 형식으로 정부지출을 증가시키는 것과  경제활동참가를 촉진[각주:6]시키기 위해-가령 여성일자리 지원정책[각주:7]- 정부지출을 증가시키는 것의 '편익/비용' 이 같을까?


'재정정책의 승수'를 따지는 것은 거시적인 분석이라고 한다면, 개별 정부지출의 '편익/비용'을 따지는 것은 미시적인 분석이라고 할 수 있다. 정부지출을 증가시킬 때에는 '경기변동 상황에 따른 승수' 뿐 아니라, 개별정책이 가져다주는 '편익/비용'도 고려해야 한다.


나는 개인적으로 노인 무임승차제도의 편익/비용이 1을 넘는다고 본 것이고, 현재와 같은 공기업 지원의 편익/비용은 1을 넘지 못한다고 본 것이다.



8. 정부정책에 따른 경제주체들의 유인왜곡 발생 가능성


마지막으로 고려해야 하는 것이 '정부정책에 따른 경제주체들의 유인왜곡(Incentive Distortion) 발생 가능성' 이다. 가령, 정부가 실업자에게 지원금을 주는 정책을 시행한다고 가정해보자.


이때, 실업지원금 수령의 조건으로  '실업자 본인이 현재 일을 하지 않고 있음을 증명'하는 방식을 택할 수도 있고 '(지원금을 받게될) 실업자가 앞으로 구직활동을 열심히 할 것을 증명해야 한다' 라는 방식을 택할 수도 있다. 미묘한 차이 같지만, 이러한 차이가 '경제주체들의 유인'에 큰 영향을 미치고, 이는 완전히 다른 결과를 초래할 수 있다.


첫번째 방식은 실업자 본인이 계속해서 '일을 하지 않고 있음을 증명'해야 하기 때문에, 노동시장 재참가에 대한 유인을 떨어뜨린다. 두번째 방식은 앞으로 실업지원금을 수령하기 위해 계속해서 노동시장 재참가의 의욕을 보여주어야 하기 때문에, 실업에서 탈출할 유인을 증가시킨다.

그러니까 단순히 '정부지출을 증가' 시키는 결정을 할때에도, 앞서 제시된 8가지 상황을 기본적으로 고려해야 한다. (8가지 상황은 아주아주 기초적인 조건일 뿐이다.) 그렇기 때문에, '상황이 조금만 변하더라도' 경제학을 전공한 사람은 변화된 상황에 맞춰 이전과는 다른 주장을 해야하는 것이다.

이전 포스트 <문제는 과도한 부채가 아니라 긴축이야, 멍청아!> 에서 "경제불황시 부채를 줄이기 위해 긴축정책을 구사하면 부채규모는 더더욱 증가한다."라고 말하는 IMF 세계경제전망보고서(World Economic Outlook)을 다루었다. IMF는 "부채를 줄이기 위해 재정·통화 긴축을 구사하면, 고금리·디플레이션·낮은 경제성장률로 인해 부채규모는 더욱 더 커진다. 오히려 확장적 통화정책이 부채를 축소시킨다." 라고 말한다. 


"아니 그래도 그렇지, 확장정책이 어떻게 부채를 축소시키지? 과다한 빚이 문제면 허리띠를 졸라매야 하는거 아닌가?"라는 물음이 나올 수 있다. 그것에 대한 해답을 찾기 이전에, 부채에 대한 올바른 경제학적 개념정부지출 증가가 어떻게 부채로 인해 생기는 경제적 문제를 해결하는지 알아보자.




※ 부채규모가 큰 것이 문제일까?


현재 경제적 논의의 초점은 과다한 부채에 맞춰져 있다. "가계·국가가 너무 많은 빚을 지고 있기 때문에 경제위기가 발생했고 따라서 해결책은 가계와 국가의 부채를 줄이는 데에 초점을 맞춰야 한다" 라는 것이다. 


그러나 중요한 건, 한 사람의 부채는 다른 사람의 자산이라는 것이다. 

과도한 부채가 문제가 되는 것은 부채규모가 크기 때문이 아니다. 과도한 부채로 인해 한 사람이 디레버리징에 착수하고 소비가 줄어 경제가 불황에 빠지기 때문이다.



소비성향이 높아 레버리징를 활용하는 A, 소비성향이 낮아 레버리징을 하지 않는 B가 있다고 가정하자. A는 레버리징을 통해 신용을 증가시키고 소비를 늘린다. 이와중에 B는 A에게 돈을 빌려주는 역할을 한다. 어느 순간, 부동산시장 폭락 등으로 인해 A가 돈을 더 빌릴 수 없고 디레버리징을 해야하는 시기가 오면 어떻게 될까? A가 디레버리징에 착수하면 경제 내의 소비는 줄어든다. 


그런데 그와중에 경제 전체의 자산 규모는 줄었을까? 경제 전체의 자산규모는 그대로다. 디레버리징을 했는데 전체 경제 내에서 자산은 증가하지 않았다. 다만, 분포가 변했을 뿐이다. 단지 분포만 변한 상태에서 경제 내의 소비는 줄어들었다. 경제가 침체에 빠진 것이다.


과다한 부채가 문제라고 그래서 허리띠를 졸라맸는데, 전체 경제에서 자산이 증가한 것도 아니고 되려 경제침체만 생겼다.


보다못한 정부가 채권발행을 통해 지출을 늘린다. 일자리가 생겨나 A의 소득이 증가하고 A는 다시 소비를 시작한다.


자, 이때 경제 전체의 부채규모는 변했을까? 경제 전체의 부채규모는 그대로다. 다만, 민간부채가 공공부채로 이전했을 뿐이다. 그런데 소비성향이 높은 A가 다시 소비를 시작하면서 경제는 살아나기 시작한다. 경제 전체 내의 부채규모는 변하지 않았는데, 경제침체는 해결됐다. 경제주체의 디레버리징은 경제를 침체에 빠뜨리는데, 이와중에 정부의 빚을 통해 빚으로 인해 생긴 경제침체를 해결할 수 있다. 빚을 빚으로 갚는다는 의미가 바로 이것이다.



그럼 경제를 위해 계속해서 빚을 증가시켜야 하나? 아니다. 다만, 불황에 빠졌을 때 경제주체가 디레버리징을 계속한다면, 경제는 더더욱 불황에 빠진다 라는 것이다.


One of the common arguments against fiscal policy in the current situation – one that sounds sensible – is that debt is the problem, so how can debt be the solution? Households borrowed too much; now you want the government to borrow even more?


What’s wrong with that argument? It assumes, implicitly, that debt is debt – that it doesn’t matter who owes the money. Yet that can’t be right; if it were, we wouldn’t have a problem in the first place. After all, to a first approximation debt is money we owe to ourselves – yes, the US has debt to China etc., but that’s not at the heart of the problem. Ignoring the foreign component, or looking at the world as a whole, the overall level of debt makes no difference to aggregate net worth – one person’s liability is another person’s asset.


It follows that the level of debt matters only if the distribution of net worth matters, if highly indebted players face different constraints from players with low debt. And this means that all debt isn’t created equal – which is why borrowing by some actors now can help cure problems created by excess borrowing by other actors in the past.


To see my point, imagine first a world in which there are only two kinds of people: Spendthrift Sams and Judicious Janets. (Sam and Janet who? If you’d grown up in my place and time, you’d know the answer: Sam and Janet evening / You will see a stranger … But actually, I’m thinking of the two kinds of agent in the Kiyotaki-Moore model.)


In this world, we’ll assume that no real investment is possible, so that loans are made only to finance consumption in excess of income. Specifically, in the past the Sams have borrowed from the Janets to pay for consumption. But now something has happened – say, the collapse of a land bubble – that has forced the Sams to stop borrowing, and indeed to pay down their debt.


For the Sams to do this, of course, the Janets must be prepared to dissave, to run down their assets. What would give them an incentive to do this? The answer is a fall in interest rates. So the normal way the economy would cope with the balance sheet problems of the Sams is through a period of low rates.


But – you probably guessed where I’m going – what if even a zero rate isn’t low enough; that is, low enough to induce enough dissaving on the part of the Janets to match the savings of the Sams? Then we have a problem. I haven’t specified the underlying macroeconomic model, but it seems safe to say that we’d be looking at a depressed real economy and deflationary pressures. And this will be destructive; not only will output be below potential, but depressed incomes and deflation will make it harder for the Sams to pay down their debt.


What can be done? One answer is inflation, if you can get it, which will do two things: it will make it possible to have a negative real interest rate, and it will in itself erode the debt of the Sams. Yes, that will in a way be rewarding their past excesses – but economics is not a morality play.


Oh, and just to go back for a moment to my point about debt not being all the same: yes, inflation erodes the assets of the Janets at the same time, and by the same amount, as it erodes the debt of the Sams. But the Sams are balance-sheet constrained, while the Janets aren’t, so this is a net positive for aggregate demand.


But what if inflation can’t or won’t be delivered?


Well, suppose a third character can come in: Government Gus. Suppose that he can borrow for a while, using the borrowed money to buy useful things like rail tunnels under the Hudson. The true social cost of these things will be very low, because he’ll be putting resources that would otherwise be unemployed to work. And he’ll also make it easier for the Sams to pay down their debt; if he keeps it up long enough, he can bring them to the point where they’re no longer so severely balance-sheet constrained, and further deficit spending is no longer required to achieve full employment.


Yes, private debt will in part have been replaced by public debt – but the point is that debt will have been shifted away from severely balance-sheet-constrained players, so that the economy’s problems will have been reduced even if the overall level of debt hasn’t fallen.


The bottom line, then, is that the plausible-sounding argument that debt can’t cure debt is just wrong. On the contrary, it can – and the alternative is a prolonged period of economic weakness that actually makes the debt problem harder to resolve.

※ 실업이 문제일까? 재정적자가 문제일까?


케인지언Keynesian 경제학자를 대표하는 Paul Krugman『End This Depression Now!』를 통해, 현재의 경제위기를 끝내기 위한 통찰력 있는 해법을 제시해준다. 


Paul Krugman은 "재정적자와 국가부채가 문제가 아니라 높은 실업률이 문제! 부채에 신경쓰기보다 실업률을 낮추는 데 신경써야 한다." 라고 말한다.


much of the discussion in Washington had shifted from a focus on unemployment to a focus on debt and deficits.


The strange thing is that there was and is no evidence to support the shift in focus away from jobs and toward deficits. Where the harm done by lack of jobs is real and terrible, the harm done by deficits to a nation like America in its current situation is, for the most part, hypothetical. The quantifiable burden of debt is much smaller than you would imagine from the rhetoric, and warnings about some kind of debt crisis are based on nothing much at all. In fact, the predictions of deficit hawks have been repeatedly falsified by events, while those who argued that deficits are not a problem in a depressed economy have been consistently right.

 GDP 대비 부채비율에서 중요한 건 GDP !


아무리 높은 실업률이 문제이고 정부지출 증가가 채권금리 상승을 가져오지 않는다고 하더라도, 정부부채를 줄이려는 노력은 해야 하지 않을까?


그런데 GDP 대비 부채비율에서 중요한 건 부채가 아니라 GDP다! 경제성장으로 인해 GDP가 증가하면 GDP 대비 부채비율은 줄어든다. 정부지출을 줄여 현재의 부채크기를 줄이더라도, 정부지출 감소는 미래 소득의 감소도 가지고 온다. 따라서 미래에 부채를 감당할 수 있는 능력만 훼손된다.


In fact, it won’t be a tragedy if the debt actually continues to grow, as long as it grows more slowly than the sum of inflation and economic growth.


To illustrate this point, consider what happened to the $ 241 billion in debt the U.S. government owed at the end of World War II. That doesn’t sound like much by modern standards, but a dollar was worth a lot more back then and the economy was a lot smaller, so this amounted to about 120 percent of GDP (compared with a combined federal, state, and local debt of 93.5 percent of GDP at the end of 2010). How was that debt paid off? The answer is that it wasn’t. 


Instead, the federal government ran roughly balanced budgets over the years that followed. In 1962 the debt was about the same as it had been in 1946. But the ratio of debt to GDP had fallen 60 percent thanks to a combination of mild inflation and substantial economic growth. And the debt-to-GDP ratio kept falling through the 1960s and 1970s even though the U.S. government generally ran modest deficits in that era. It was only when the deficit got much bigger under Ronald Reagan that debt finally started growing faster than GDP. 


Now let’s consider what all this implies for the future burden of the debt we’re building up now. We won’t ever have to pay off the debt; all we’ll have to do is pay enough of the interest on the debt so that the debt grows significantly more slowly than the economy. 


One way to do this would be to pay enough interest so that the real value of the debt— its value adjusted for inflation— stays constant; this would mean that the ratio of debt to GDP would fall steadily as the economy grows. To do this, we’d have to pay the value of the debt multiplied by the real rate of interest— the interest rate minus inflation. And as it happens, the United States sells “inflation-protected securities” that automatically compensate for inflation; the interest rate on these bonds therefore measures the expected real rate of interest on ordinary bonds.

Now think about what this means for the fiscal outlook: even if slashing spending reduces future debt, it may also reduce future income, so that the ability to bear the debt we have— as measured, say, by the ratio of debt to GDP— may actually fall. The attempt to improve the fiscal prospect by cutting spending in a depressed economy can end up being counterproductive even in narrow fiscal terms. Nor is this an outlandish possibility: serious researchers at the International Monetary Fund have looked at the evidence, and they suggest that it’s a real possibility.

- 경제가 안정 되었을 때 부채를 줄여야한다


확장정책으로 GDP가 증가해 GDP 대비 부채비율이 줄어든다고 하더라도 "그럼 부채의 절대규모를 줄이려는 노력 없이 증가시키기만 해야하나?" 라는 의문은 남아있을 수 있다. 그러나 Paul Krugman은 그런 주장을 하는 것이 아니다. 경제가 침체에서 벗어나 안정기에 접어들었을 때, 부채의 절대규모 축소에 나서는 것이 바람직하다고 말한다.


Finally, even if one took warnings about a looming debt crisis seriously, it was far from clear that immediate fiscal austerity— spending cuts and tax hikes when the economy was already deeply depressed— would help ward that crisis off. It’s one thing to cut spending or raise taxes when the economy is fairly close to full employment, and the central bank is raising rates to head off the risk of inflation. In that situation, spending cuts need not depress the economy, because the central bank can offset their depressing effect by cutting, or at least not raising, interest rates. If the economy is deeply depressed, however, and interest rates are already near zero, spending cuts can’t be offset. So they depress the economy further— and this reduces revenues, wiping out at least part of the attempted deficit reduction.


So even if you were worried about a potential loss of confidence, or at any rate worried about the long-term budget picture, economic logic would seem to suggest that austerity should wait— that there should be plans for longer-term cuts in spending and tax hikes, but that these cuts and hikes should not take effect until the economy was stronger.

※ 현재의 정부지출 증가가 미래의 세금인상을 불러오지 않을까?


정부지출 증가를 본 경제추제는 미래에 세금이 인상될 것이라고 예측할 수도 있다. 그렇게 된다면, 세금인상을 대비하여 현재의 소비를 늘리지 않는다. 즉, 현재의 정부지출 증가는 경제주체들의 신뢰Confidence를 훼손시키기 때문에 재정정책 효과는 상쇄되고 만다는 것이다. 이것을 리카도의 동등성 정리 Ricardian equivalence proposition 라고 한다. 바로 이런 점 때문에 긴축이 오히려 경제성장을 불러온다는 주장을 확장적 긴축정책Expansionary Austerity 이라 한다.


우리는 정책당국이 아무런 제약 없이 정부지출을 원하는 만큼 증가시키거나 감소시킬 수 있다고 가정하였지만 실제로 이 가정은 옳지 않다. 민간 소비와 마찬가지로 정부 소비에도 예산제약이 존재한다. 이러한 예산제약을 민간의 예산제약과 구분하여 “정부의 예산제약” (government budget constraint)이라고 부른다. 즉 정부소비를 증가시키려면 궁극적으로 정부가 민간으로부터 세금을 더 거두어야 한다. 따라서 현재 정부소비가 증가하면 우리는 (현재에 조세가 증가하지 않으면) 미래에 조세가 증가할 것임을 알 수 있다. 즉 정부지출의 팽창적인 효과가 조세 증가에 의하여 상쇄되는 제3의 밀어내기효과가 존재한다.

이에 대해 Paul Krugman은 "5년, 10년 뒤의 세금부담이 얼마나 될지 계산하고 현재의 소비를 줄이는 사람을 본 적이 있느냐?" 라고 비아냥 거린다. 긴축주의자들의 Confidence 타령은 Confidence Fairy 라고 비판한다.


investors, impressed by a government’s effort to reduce its budget deficit, would revise down their expectations about future government borrowing and hence about the future level of interest rates. Because long-term interest rates today reflect expectations about future rates, this expectation of lower future borrowing could lead to lower rates right away. And these lower rates could lead to higher investment spending right away.


Alternatively, austerity now might impress consumers: they could look at the government’s enthusiasm for cutting and conclude that future taxes wouldn’t be as high as they had been expecting. And their belief in a lower tax burden would make them feel richer and spend more, once again right away.


The question, then, wasn’t whether it was possible for austerity to actually expand the economy through these channels; it was whether it was at all plausible to believe that favorable effects through either the interest rate or the expected tax channel would offset the direct depressing effect of lower government spending, particularly under current conditions.



To me, and to many other economists, the answer seemed clear: expansionary austerity was highly implausible in general, and especially given the state of the world as it was in 2010 and remains two years later. To repeat, the key point is that to justify statements like that made by Jean-Claude Trichet to La Repubblica, it’s not enough for these confidence-related effects to exist; they have to be strong enough to more than offset the direct, depressing effects of austerity right now. That was hard to imagine for the interest rate channel, given that rates were already very low at the beginning of 2010 (and are even lower at the time of this writing). As for the effects via expected future taxes, how many people do you know who decide how much they can afford to spend this year by trying to estimate what current fiscal decisions will mean for their taxes five or ten years in the future?

※ 긴축정책을 비판하는 IMF?


2012년 10월 9일, IMF(국제통화기금, International Monetary Fund)가 발행한 세계경제전망보고서(World Economic Outlook)에는 흥미로운 그리고 놀랄만한 내용이 실려있었다. IMF는 보고서를 통해 "재정정책의 승수[각주:1]는 기존에 생각했던 것보다 매우 크고, 확장적 통화정책이 뒷받침 되지 않는 재정긴축 정책은 경제를 더더욱 수렁에 빠뜨린다" 라는 연구결과를 발표했다. 


1990년대 남미와 동아시아에서 외환위기가 발생했을 당시, IMF는 해당국들에게 긴축정책-세금 인상, 정부지출 축소, 고금리-을 요구했다. "과도한 부채 때문에 금융위기를 맞았으니 허리띠를 졸라매 부채를 줄여라" 라고 요구했었다. 해당국들은 긴축정책과 함께 동반된 구조조정 정책으로 높은 실업률을 떠안았지만 IMF는 계속해서 긴축을 요구했다. 그랬던 IMF가 "긴축정책은 경제를 더더욱 수렁에 빠뜨린다" 라는 연구결과가 담긴 보고서를 낸것이다.


10월 9일에 발행된 보고서는 세계 경제학자들과 세계 유수의 경제전문지를 충격에 빠뜨렸고, 이것이 함의하는 바가 무엇인지 많은 이야기가 오고갔다. 긴축정책을 비판해왔던 케인지언 경제학자들은 의기양양 했고 아시아·남미의 진보적 경제학자들은 "우리한테는 긴축을 강요해놓곤 미국·유럽이 위기에 처하자 긴축이 잘못됐다고 말하느냐" 라며 비판의 날을 세웠다.


IMF의 세계경제전망보고서에는 구체적으로 어떤 내용이 담겨져 있을까? 그리고 케인지언 경제학자들이 긴축을 반대하는 이유가 무엇일까?




※ 재정정책의 승수는 1 보다 크다!


IMF는 2010년 4월 초에 추정한 2010-2011년 사이의 경제성장률 전망치가 실제 경제성장률과 다른 것을 보고 의아해했다. "도대체 어떤 오류가 있었기에 경제성장률 전망치와 실제 성장률이 다르게 나왔을까? 혹시 재정정책의 승수를 과소평가한 것 아닐까?" 라는 생각을 하게 되었는데, 재정긴축정책을 시행했던 국가의 성장률 전망치와 실제 성장률이 큰 괴리를 나타냈기 때문이었다.

Figure 1.1.1의 첫번째 그래프를 보면 재정긴축정책(혹은 재정건전성 정책, Fiscal Consolidation)을 시행할 것이라고 예상했던 국가들은 경제성장률 전망치 오류가 음수(-)로 나온다. 반면, 재정확장정책이 예상됐던 국가들은 양수(+)로 나와 그래프가 우하향 하는 모양이 된다. 쉽게 말해, 재정긴축이 예상됐던 국가들의 실제 경제성장률이 전망했던 것보다 낮게 나온 것이다.


두번째 그래프는 GDP 1% 단위당 재정긴축을 달성할 경우 전망치 오류를 나타내는데, 재정긴축 국가의 투자·GDP·민간소비는 음수(-), 실업률은 양수(+)를 기록했다. 투자·GDP·민간소비는 예측했던 것보다 낮았고 반대로 실업률은 예측보다 높았다는 의미이다.


IMF는 이 연구결과를 바탕으로 "실제 재정정책의 승수는 추정했던 것보다 크다. 우리의 연구결과는 재정정책의 승수가 (추정했던 0.4~1.2가 아닌) 0.9~1.7 범위에 있음을 보여준다. 특히나 상당한 수준의 경제침체·유동성함정[각주:2]에 빠진 통화정책·많은 국가들이 동시에 재정축소에 나서고 있는 상황을 감안하면, 재정정책의 승수는 1보다 클 것이다" 라고 말한다. 


What Does This Say about Actual Fiscal Multipliers?


These results suggest that actual fiscal multipliers were larger than forecasters assumed. But what did forecasters assume about fiscal multipliers? Answering this question is complicated by the fact that not all forecasters make these assumptions explicit. Nevertheless, a number of policy documents, including IMF staff reports, suggest that fiscal multipliers used in the forecasting process are about 0.5. In line with these assumptions, earlier analysis by the IMF staff suggests that, on average, fiscal multipliers were near 0.5 in advanced economies during the three decades leading up to 2009.


If the multipliers underlying the growth forecasts were about 0.5, as this informal evidence suggests, our results indicate that multipliers have actually been in the 0.9 to 1.7 range since the Great Recession. This finding is consistent with research suggesting that in today’s environment of substantial economic slack, monetary policy constrained by the zero lower bound, and synchronized fiscal adjustment across numerous economies, multipliers may be well above 1 (Auerbach and Gorodnichenko, 2012; Batini, Callegari, and Melina, 2012; IMF, 2012b; Woodford, 2011; and others). More work on how fiscal multipliers depend on time and economic conditions is warranted.

그 뿐이 아니다. 세계경제전망보고서 발행을 주도한 Olivier Blanchard[각주:3]는 "경제를 침체로 이끄는 건 재정긴축이다. 경제성장을 이끄는 건 확장적 통화정책이다" 라고 직접적으로 밝혔다. 또한, "경제의 불확실성이 높고 신뢰가 낮고 금융부문이 취약한 상황에서 재정건전성 달성은 실망스런 경제성장과 침체를 동반시킨다"고 말한다. 그리고 "공공부채 증가로 인해 예상되는 리스크를 줄이기 위해서는 통화정책을 통한 경기부양이 요구된다"라고 단호히 이야기하고 있다.


Those forces pulling growth down in advanced economies are fiscal consolidation and a still-weak financial system. In most countries, fiscal consolidation is proceeding according to plan. While this consolidation is needed, there is no question that it is weighing on demand, and the evidence increasingly suggests that, in the current environment, the fiscal multipliers are large. The financial system is still not functioning efficiently. In many countries, banks are still weak, and their positions are made worse by low growth. As a result, many borrowers still face tight borrowing conditions. 


The main force pulling growth up is accommodative monetary policy. Central banks continue not only to maintain very low policy rates, but also to experiment with programs aimed at decreasing rates in particular markets, at helping particular categories of borrowers, or at helping financial intermediation in general. (...)


Many governments have started in earnest to reduce excessive deficits, but because uncertainty is high, confidence is low, and financial sectors are weak, the significant fiscal achievements have been accompanied by disappointing growth or recessions. (...)


Reducing the risks to the medium-term outlook presaged by the public debt overhang in the major advanced economies will require supportive monetary policies and appropriate structural reforms (Chapter 3), as well as careful fiscal policy.

위 그림에 나오는 식은 부채크기에 영향을 끼치는 변수를 나타내고 있다. 부채에 지불되는 이자율이 증가하고 재정적자가 심회될수록 부채크기는 증가한다. 반대로 경제가 성장하고 인플레이션이 발생할수록 부채크기는 감소한다.



IMF는 GDP 대비 부채비율이 100%였던 나라들 중 영국(1918)·미국(1946)·일본(1992) 등을 선택해 경제위기시 부채를 줄이려고 허리띠를 졸라매는 행동이 어떠한 결과를 초래하는지를 보여준다.

서로 다른 선택이 어떤 결과를 낳았을까?




재정·통화 긴축정책을 선택한 영국(1918) - 계속해서 증가하는 GDP 대비 부채규모


재정·통화 긴축을 선택했던 영국(1918)낮은 경제성장률·높은 실업률·계속되는 디플레이션 그리고 증가하는 부채라는 최악의 경제상황을 맞게 된다. 영국은 부채를 줄이기 위해 세금인상·정부지출 축소·금리 인상을 했는데, 재정흑자는 GDP 대비 부채규모 축소에 일부분 기여했다. 그러나 정부지출 축소로 인한 경제침체로 세금수입은 감소하였고 디플레이션으로 인해 부채의 실질가치만 커지게 됐다. 또한, 고금리 정책은 부채의 이자부담을 증가시켜 경제를 수렁에 빠뜨렸다. GDP 대비 부채규모는 줄기는커녕 계속해서 증가했다.

A comparison with the other continental powers, particularly France and even Germany, suggests that the costs of this mix of tight fiscal and monetary policies were high. These outcomes led to the cynical observation from Keynes (1928, p. 218) that “assuredly it does not pay to be good.”


If the policies pursued had successfully reduced debt and restored British growth and prosperity, the short-term costs perhaps would have been acceptable. Unfortunately, they did not. In fact, the policies had the opposite effect: British prosperity was hampered by the dual pursuit of prewar parity and fiscal austerity. Most European countries were enhancing their competitiveness through exchange rate devaluation, and British export industries suffered accordingly. Furthermore, managing the exchange rate forced the Bank of England to maintain high interest rates, which increased the burden of the national debt and generally constrained economic activity - further undermining tax receipts.


The policy of fiscal austerity, pursued to pay down the debt, further limited growth. Debt continued to rise and was about 170 percent of GDP in 1930 and more than 190 percent of GDP in 1933. It was not until 1990 that debt approached its pre-World War I level. Lloyd George (1928) observed about Britain that “her present activity and profit-earning power have been sacrificed in large measure to the maintenance of integrity and good faith to all her creditors at home and abroad.”


The effects of deflation, economic growth, interest rates, and fiscal austerity on the public debt can be seen in Figure 3.7, panel 3. This figure calculates the average annual contribution to the change in the debt-to-GDP ratio over five-year periods from 1919 to 1933 and for the period as a whole. The calculation is based on the formula for debt dynamics given in equation (3.1). Primary surpluses contributed on average about 7 percentage points a year, but they were easily overwhelmed by deflation and high interest rates, which added 12 percentage points a year to the stock of debt. Furthermore, there was little to no positive contribution from economic growth. Only during 1924-28, when the United Kingdom experienced modest growth, did the debt level actually decline.


The U.K. interwar episode is an important reminder of the challenges of pursuing a tight fiscal and monetary policy mix, especially when the external sector is constrained by a high exchange rate.

대공황을 거치면서 발전한 케인즈 경제학은 미국(1946)이 영국(1918)과는 다른 선택을 하도록 도왔다. 미국(1946)은 GDP 대비 부채규모를 줄이기위해 (영국과 마찬가지로) 재정건전성 회복을 도모했지만, 확장적 통화정책이 동반되도록 하였다. 미국은 채권 구입 프로그램을 통해 FRB가 금리를 올리지 못하도록 하였고 인플레이션을 그대로 받아들였다. 인플레이션 폭발은 GDP 대비 부채규모를 낮추는 데 상당한 기여를 했다. 게다가 확장적 통화정책으로 인한 경제성장도 GDP 대비 부채규모를 축소시켰다.

The success of the Keynesian revolution in economic thinking and the fear of repeating the mistakes of the interwar period, however, led to a very different policy approach and to better economic results. 


Between 1946 and 1948, U.S. public finances swung quickly from deficit to surplus, as is common in postwar periods. The primary balance went from a deficit of 5 percent of GDP in 1946 to a surplus of 6½ percent of GDP in 1948 before stabilizing near 2 percent through most of the 1950s. In this respect, U.S. performance was qualitatively, if not quantitatively, similar to that of both the United States and the United Kingdom after World War I.


The monetary policy situation was, however, very different. In fact, unlike after World War I, various extraordinary measures used to support wartime deficits were removed only partially or slowly. In particular, the bond-support program, which placed a floor under the price of government bonds during the war, was continued, and this prevented the Federal Reserve from raising interest rates to control inflation. Despite proposals to remove this restriction on the operation of monetary policy, fear of repeating the mistakes of the past and causing a repeat of the boom-bust cycle after World War I persuaded policymakers to stay the course.


The removal of price controls in mid-1946 led to a burst of inflation in late 1946 and 1947, which was ended by the 1949 recession and the concomitant mild deflation. Notwithstanding the burst of inflation, between 1946 and 1948 there was a widespread belief that prices were destined to fall quickly, which-coupled with a high government surplus and the fear of a major recession-meant that the Federal Reserve did not actually have to intervene to support government bond prices. Serious inflation pressure was building nonetheless, and it emerged at the outset of the Korean War in 1950. To mitigate the rise in inflation without disrupting the bond market, consumer credit limits were reintroduced and there was a call for voluntary restraints on bank credit. Nonetheless, between 1950 and 1951 inflation increased substantially again. This second burst of inflation coupled with that during 1946-47 contributed substantially to lower U.S. public debt, which by 1951 was down to 75 percent of GDP.


Figure 3.8 shows the contributions of the various forces to changes in the U.S. public debt level and the two distinct phases of the debt reduction. In the early years, high rates of surprise inflation combined with low nominal interest rates to reduce the debt by almost 35 percentage points. The rest of the debt reduction is attributable to solid growth, which contributed 2 percentage points each year; primary surpluses contributed an additional 2 percentage points.

- 증가하는 재정적자 but 정부지출 이라도 없었더라면?


잃어버린 10년으로 표현되는 일본(1992)은 영국(1918)·미국(1946)과는 상황이 조금 다르다. 부동산 버블 붕괴로 경제위기를 맞은 일본은 위기의 시작을 디플레이션과 함께 할 수 밖에 없었다. 게다가 유동성함정에 처해있었기 때문에 통화정책은 무용지물이었다. 또한, 1990년대 중반 동아시아 외환위기가 발발하면서 수출을 통해 경제성장을 도모할 수도 없었다. 결국 일본은 정부지출을 늘릴 수 밖에 없었고 재정적자는 심화될 수 밖에 없었다. 


낮은 경제성장률·디플레이션·무용지물인 통화정책·동아시아 외환위기가 겹치면서 일본의 GDP 대비 부채규모는 계속해서 증가한다. 


그러나 IMF는 "일본이 이러한 상황하에서 재정긴축을 지속했더라면, 영국(1918)과 같은 심각한 디플레이션과 저성장을 경험했을 것이다" 라고 말하며, 재정긴축을 하지않은 것이 옳은 선택이라고 말한다.


In Japan, monetary policy was constrained by the zero lower bound after the bursting of the stock market and real estate bubbles in the early 1990s. In addition, the monetary transmission mechanism was impaired by financial sector problems. With low growth and deflation, the Japanese authorities were in a difficult position with respect to fiscal consolidation. Attempts to tighten fiscal policies were either quickly abandoned after economic conditions deteriorated or not seriously pursued. If Japan had persisted with tight fiscal policy, it seems likely that it would have experienced even stronger deflation and lower growth, just as in the United Kingdom. Still, despite an expansionary fiscal policy stance, growth remained anemic and public debt ratios kept increasing.

영국(1918)·미국(1946)·일본(1992)의 사례가 우리에게 알려주는 것은 무엇일까?  여기서 알 수 있는 중요한 교훈은 재정건전화 달성을 위해서는 확장적 통화정책을 통한 경기부양이 동반 되어야 한다는 것이다. 재정흑자는 GDP 대비 부채규모 축소에 어느정도 기여를 하지만 확장적 통화정책이 수반되지 않으면 고금리·디플레이션·낮은 경제성장률 때문에 무용지물이 된다. 게다가 통화정책마저 긴축을 선택한다면 GDP 대비 부채규모는 더더욱 증가한다.


확장적 통화정책은 저금리로 인한 이자부담 경감·인플레이션 폭발로 부채의 실질가치 축소·경제성장을 가져온다. 따라서 확장적 통화정책은 부채축소를 위한 가장 중요한 요소이다.


The first key lesson is that a supportive monetary environment is a necessary condition for successful fiscal consolidation. This is evident from the cases of the United Kingdom, the United States, and Japan (Figure 3.13, panel 1). In the United Kingdom, despite substantial fiscal efforts that achieved and sustained large primary surpluses, public debt ratios were not reduced. The reason is the simultaneous pursuit of a return to the gold standard at the prewar parity, which required a tight monetary policy stance International and exceptionally high real interest rates, which offset the contribution of fiscal surpluses to debt reduction. At the same time, domestic prices did not fall enough to produce a real exchange rate depreciation due to the concomitant appreciation of the pound to prewar parity. Furthermore, this combination of tight fiscal and monetary policies delivered negative growth, exacerbating the debt problem. (...)


In the United States after World War II, vivid memories of the Great Depression led people to fear deflation more than inflation. The high level of war debt and the associated potentially high interest burden were also a source of concern. The authorities adopted a policy mix that resulted in an exceptionally supportive monetary environment combined with tight fiscal policy. Specifically, they adopted various policy measures (often referred to as “financial repression”) that aimed at keeping the nominal rates on government bonds low, while controlling inflation with a tight fiscal stance and credit controls. This policy mix resulted in two substantial bursts of inflation, which led to large negative real rates and a sharp reduction in the debt-to-GDP ratio. The supportive monetary stance was also instrumental in lowering private borrowing rates, thus providing stimulus to the economy. Based on growth and fiscal performance, this policy mix was undoubtedly successful-although inflation volatility remained relatively high. Thus, we conclude that a supportive monetary policy stance is a key ingredient in successful debt reduction.

IMF의 보고서를 보고나서도 "아니 그래도 그렇지 과도한 부채가 문제면 허리띠를 졸라매야 하는 거 아닌가? 어떻게 확장정책이 부채를 줄일 수 있는거지?" 라고 생각할 수 있다.

2008 금융위기 이후, 세계 각국은 기준금리를 인하를 통해 경기부양에 나서고 있지만 경제는 여전히 침체상태이다. 

아래 그래프에서 볼 수 있듯이, 미국은 0.25%, 영국은 0.50%, 유로존은 0.75%로 기준금리를 낮게 유지하고 있다.

그러나 세계경제는 여전히 시궁창;;;

이러한 현상에 대해 여러가지 분석이 나오고 있는데, <The Economist>는 이 중 2가지를 소개하고 있다.



금융시장이 제대로 작동하지 않기 때문에 통화정책이 효과를 내지 못하고 있다. 따라서 시장의 부실자산을 직접 매입하는 방법을 구사해야 한다. 이런 방법을 통해 금융시장에 신용을 공급해야 한다.

Adam Posen, who recently left the Bank of England’s monetary-policy committee, had a different explanation for the apparent impotence of monetary policy. Since many financial markets are dysfunctional, the monetary medicine isn’t getting into the economy’s bloodstream. The solution is for central banks to buy more assets in the markets that are most obviously impaired. That is what the Bank of England is doing by providing subsidised credit to banks that lend more, what the ECB is set to do when it resumes purchasing sovereign bonds, and what the Fed could do by buying more mortgage-backed securities.

② 저금리 정책은 redistributive effects를 초래한다. 예금주에서 은행으로 소득을 이전시키고, 연금채권이자에 의존해서 살아가는 연금소득자의 소득을 감소시킨다. 

(경제정책이란 것이 이러한 상반된 효과를 초래하는 건 당연하지만) 문제는 가장 나은 효과를 낼 수 있는 지점이 어디인지 모른다는 것. 

(현재 경제위기는 유효수요의 부족때문인데) 이미 많은 빚을 지고 있는 가계는 저금리 정책에도 불구하고 대출을 할 수 있는 여력이 없다.

In another paper, Markus Brunnermeier and Yuliy Sannikov of Princeton University provided theoretical justification for this approach. Monetary easing usually works by encouraging businesses and households to move future consumption and investment forward to today. But it also has “redistributive” effects. For example, low short-term interest rates redistribute income from depositors to banks, which allows them to rebuild capital and encourages them to lend more. Similarly, purchases of ten-year government bonds enrich some investors while hurting others, such as pension funds, that depend on bond income to meet longer-dated liabilities. By tailoring their instruments to sectors most in need of support, central banks can get more bang for their buck.


One problem is identifying the areas where direct intervention will do the most good. Amir Sufi of the University of Chicago told the conference that raising banks’ profits has not done much to restart demand because the real problem is that indebted households cannot or will not borrow. He presented evidence that retail spending and car sales have been weaker in states that entered the recession with higher household debt.
