경제학 이론의 테스트 장 역할을 하는 경제위기- 수요 부족? 공급 능력? 하이퍼 인플레이션? 에 이어서.



공화당 대선후보 Romney 혹은 보수적 경제학자들은 경제의 공급측면supply-side 때문에 현재의 경제위기가 발생한 것이라고 말한다. 특히, 노동자들이 일할 유인의 부족, 기술의 불일치 등의 구조적 실업, 높은 세금, 부실투자를 문제 삼는다.  따라서, 단순한 통화팽창 정책은 아무런 효과를 보지 못하고 인플레이션만 유발할 것이기 때문에 세금 인하, 규제 완화, 부실투자 금지를 통해 현재의 위기를 해결해야 한다고 주장한다.


On the other side you have either supply-side views a la Mulligan claiming that taxes and benefits are discouraging people from working, or more or less Austrianish views that it’s about maladaption of the structure of production that left too many workers and too much capital stuck in the wrong industries.

구조적 실업이란...


구조적 실업, 즉, 경제가 정상적으로 생산하고 있을 때에도 존재하는 장기적이고 만성적인 실업이다. 구조적 실업의 원인에는 다음과 같은 요인들이 있다. 첫째, 기술부족, 언어 장벽, 차별 등은 일부 근로자들이 안정적이고 장기적인 직장을 찾는 것을 어렵게 한다. 때때로 단기적이거나 임시적인 일자리를 찾기도 하지만 한 직장에 오랜 기간 동안 머물지 못하는 이민 온 농장근로자와 미숙련 건설 근로자들은 만성적인 실업의 범주에 속한다.


둘째, 때때로 경제적 변화로 인해 근로자들이 가지고 있는 기술과 존재하는 일자리 사이에 장기적인 불일치가 발생한다. 예를 들어, 미국 철강산업은 수년간 계속 쇠퇴한 반면 컴퓨터 산업은 빠르게 성장하였다. 이상적으로는, 직장을 잃은 철강 근로자들이 컴퓨터 기업에 새로운 일자리를 찾을 수 있다면 그들의 실업은 본질적으로 마찰적 실업일 것이다. 그러나 실제로 많은 과거의 철강 근로자들에게는 컴퓨터 산업에서 일을 할 수 있는 교육, 능력, 관심이부족하다. 그들의 기술은 더 이상 수요되지 않으므로 이러한 근로자들은 만성적이고 장기적인 실업에 빠지게 된다.


마지막으로 구조적 실업은 고용에 장애물로 작용하는 노동시장의 구조적 특징 때문에 나타날 수 있다. 이러한 장애물의 예는 노동조합, 최저임금법 등을 포함하는 이들은 임금을 시장균형수준보다 높게 설정하여 실업을 발생시킨다. 


구조적 실업의 비용은 마찰적 실업의 비용보다 훨씬 더 크다. 구조적으로 실업상태에 있는 근로자는 오랜 기간 동안 생산적인 일을 거의 하지 않기 때문에, 그들이 무위도식하는 것은 실업자 자신에게나 사회에게나 막대한 경제적 손실이다. 구조적으로 실업상태에 있는 근로자들은 직장에서 새로운 기술을 발전시킬 기회를 잃어버리고 그들이 가지고 있는 기술은 사용되지 않기 때문에 쇠퇴하게 된다. 장기실업은 또한 마찰적 실업과 관련된 단기적 실업에 비하여 근로자들이 심리적으로 다루기가 훨씬 더 어렵다.

그러나 Paul Krugman은 현재의 경제위기를 디레버리징 과정에서 생기는 유효수요 부족에서 기인한 것이라 말한다. 따라서 확장적 통화정책과 함께 미래 기대인플레이션을 변화시키는 비전통적인 통화정책을 통해서 문제를 해결해야 한다고 주장한다. (기대인플레이션을 변화시키는 이유에 대해서는 "美 FRB의 QE3 - 유동성함정 & 하이퍼인플레이션" 참조)


The Romney/liquidationist view only makes sense if you believe that the problem with our economy lies on the supply side – that workers lack the incentive to work, or are stuck with the wrong skills, or something. And that’s just not what the evidence says; instead, it points overwhelmingly to an insufficient overall level of demand.


When dealing with ordinary, garden-variety recessions, we deal with inadequate demand through conventional monetary policy, namely by cutting short-term interest rates. Until recently even Republicans were OK with this.


Now we face a more severe slump, probably driven by deleveraging, in which even a zero rate isn’t low enough, so monetary policy has to work in unconventional ways – in particular, by changing expectations about future inflation, so as to reduce real interest rates. This is no more “artificial” than conventional monetary policy – harder, yes, but it’s still about trying to get the market rate aligned with the “natural” rate consistent with full employment.

2008 금융위기 이후, 세계 각국은 기준금리를 인하를 통해 경기부양에 나서고 있지만 경제는 여전히 침체상태이다. 

아래 그래프에서 볼 수 있듯이, 미국은 0.25%, 영국은 0.50%, 유로존은 0.75%로 기준금리를 낮게 유지하고 있다.

그러나 세계경제는 여전히 시궁창;;;

이러한 현상에 대해 여러가지 분석이 나오고 있는데, <The Economist>는 이 중 2가지를 소개하고 있다.



금융시장이 제대로 작동하지 않기 때문에 통화정책이 효과를 내지 못하고 있다. 따라서 시장의 부실자산을 직접 매입하는 방법을 구사해야 한다. 이런 방법을 통해 금융시장에 신용을 공급해야 한다.

Adam Posen, who recently left the Bank of England’s monetary-policy committee, had a different explanation for the apparent impotence of monetary policy. Since many financial markets are dysfunctional, the monetary medicine isn’t getting into the economy’s bloodstream. The solution is for central banks to buy more assets in the markets that are most obviously impaired. That is what the Bank of England is doing by providing subsidised credit to banks that lend more, what the ECB is set to do when it resumes purchasing sovereign bonds, and what the Fed could do by buying more mortgage-backed securities.

② 저금리 정책은 redistributive effects를 초래한다. 예금주에서 은행으로 소득을 이전시키고, 연금채권이자에 의존해서 살아가는 연금소득자의 소득을 감소시킨다. 

(경제정책이란 것이 이러한 상반된 효과를 초래하는 건 당연하지만) 문제는 가장 나은 효과를 낼 수 있는 지점이 어디인지 모른다는 것. 

(현재 경제위기는 유효수요의 부족때문인데) 이미 많은 빚을 지고 있는 가계는 저금리 정책에도 불구하고 대출을 할 수 있는 여력이 없다.

In another paper, Markus Brunnermeier and Yuliy Sannikov of Princeton University provided theoretical justification for this approach. Monetary easing usually works by encouraging businesses and households to move future consumption and investment forward to today. But it also has “redistributive” effects. For example, low short-term interest rates redistribute income from depositors to banks, which allows them to rebuild capital and encourages them to lend more. Similarly, purchases of ten-year government bonds enrich some investors while hurting others, such as pension funds, that depend on bond income to meet longer-dated liabilities. By tailoring their instruments to sectors most in need of support, central banks can get more bang for their buck.


One problem is identifying the areas where direct intervention will do the most good. Amir Sufi of the University of Chicago told the conference that raising banks’ profits has not done much to restart demand because the real problem is that indebted households cannot or will not borrow. He presented evidence that retail spending and car sales have been weaker in states that entered the recession with higher household debt.
